It includes 1" and 3" pieces to provide cushioning at the bottom when inserts are cut. Simply fit the 1 foam layer into the duffel compartment, cut the 3 foam to fit your gear, then stack the 3 foam on top. We recommend using a hot knife, electric knife, or laser to cut the foam
